Issue with Outlook Express

Can anyone help me?  For months now I have been able to receive email on my
Outlook Express but unable to send it - when I hit send the email disappears
as if it has been sent but never arrives.

I have checked with my ISP and all my SMTP / POP mail settings are correct -
in a related issue for some reason my iTunes music account cannot be
accessed.  I currently use a dial-up ISP package.  Can anyone offer some
advice?

What happens if you send an e-mail to your own e-mail address?  Does it
arrive?  Which exact version of OE are you using?
