Unwanted files

Recently while surfing with Internet Explorer, the download manager
downloaded a file so quickly I couldn't stop it. It appeared to just
snag it out of thin air. Now the file is sitting on my desk top and
refuses to be deleted. When I try to move it to the trash, it says it's
being used, with the notation that "being used" includes moving,
copying and emptying the trash.

Any suggestions?

You didn't state which OS you're using, but you could just download the
appropriate "delet / empty trash" application from
http://www.versiontracker.com/ and use that.
