OE can't receive email

I'm using os 9.1 (iBook), IE 5.1 and OE 5.0.6.  I'm able to send email ok,
but can't receive email (POP).  My ISP wants the POP port at 995, which I can
set by editing my account.  But when I click the box to overide the default
(whatever that is?), it won't stay "clicked" after I close the options box.  
My ISP (ATT) told me there is something blocking use of this port and that's
why the box won't stay checked.  I have no firewall active and don't use any
virus protection s/w so I can't image anything blocking this port.  (I also
have Netscape installed and it works with the modem for dial-up options, but
preferences doesn't say anything about port numbers.)  I can't find more
information at Apple, Microsoft knowlege base or ATT to help me.

How can I fix the port blockage?  (Isn't there some way to manually set
internet ports in os 9.1?)

I don't know of any reason why that particular setting shouldn't stick after
you close the window.

You could try to delete the following file and then reconfigure all of the
settings within the Tools > Accounts section...

Mac HD:Documents:Microsoft User Data:Identities:[your Identity]:Preferences

Incidentally, are you using Outlook Express 5.0.6?  If not, make sure to
download it; perhaps there was a bug in earlier versions that might explain
this strange behaviour.  OE 5.0.6 can be downloaded from here...
