Graham,

Outlook Express 5 does NOT have its own spellchecker built in. You need to
have at least Microsoft Office 98 installed in order to use the Spelling
menu option in Outlook Express. There are alternative standalone
spellcheckers available though, for example the freeware Excalibur which you
can download here:

If you DO have MS Office/Word;

You may like to try a "Proofing Tools" folder in the OE folder.

From; Microsoft Office, Shared Applications, Proofing Tools,
English Dictionary. (or Custom)

Then have a look at the Preferences, Spelling,
if it is still greyed out, to enable it;
Edit
Preferences
Notification
Reset Confirmation Dialogs
Next time you open OE, you should get a request for the dictionary.

If this fails, you may need to reinstall Office 98/2001/Word to get things
to work again.

This relies on text on the clipboard, an AppleScript may help here...

Another option,
SpellTools;

DO NOT USE this under OS 9 without restarting and updating using;
<http://www.marciniak.com/spelltools/spelltools.html>.
Then use the Goodies menu and choose "Create Application Plug-in..."

Have a look at <http://www.versiontracker.com/> too.

Or, if you have an app with a spell chequer(!),
have it open side by side with message window and when checked,
select all, then drag & drop to message window.
