This could be a limitation imposed on either the client side (your machine)
or the server side (your mailbox on the mail server).
I should imagine that it will be the latter, in which case your messages are
being stored on the server even after you download them, and these need to
be cleared down before you reach saturation point (at which point no further
mail will reach you!)
You can achieve the required server side maintenance by enabling "online
access" in OE as follows...

Failing that, your ISP can do this for you.
