Mac Messenger 7 won't let me proceed

Operating System: Mac OS X 10.4 (Tiger)
Processor: Power PC

Everytime I get to the setup assistant for mac messenger 7 and I get to the terms of agreement, I click next to proceed. It just doesn't do anything. I click on it repeatedly and it just wont let me proceed. HELP ME SOMEBODY!!!! Thanks

Hi, Messenger 7 requires 10.4.9 in order to function properly. Are you
running 10.4 or 10.4.9 or later?
