and download the English (.dmg) file.

That doesn't make any difference. Unlike Microsoft Office 2004, Microsoft
Messenger 6 is not "localised" exclusively; in other words, it does not
matter whether you click on English, French or German, you will always
download the same file, since the Messenger application bundle contains all
these languages, as demonstrated by my screenshot. Messenger will therefore
automatically pick up the operating system's language, and, if that one is
not available, move on to the next available language, as defined by the
order set in in the International tab of the System Preferences. Disabling
these other language packages is the only method to force Messenger into
using the English UI, short of changing the OS language to English as well.
