Not so much that they're "designed to" flicker less as it's a
side-effect of the technology used. You're not waiting for a single beam
of energy to scan back and forth top to bottom over the whole screen.

Not all LCDs are the same, but any reputable vendor should publish the
specs on their displays. Apple's for the most part tend to be of high
quality and offer ancillary features that are rare among other vendors.
If those features are useful to you, paying more for Apple equipment
*may* make sense. My wife bought and uses an Apple display without
regret. The same-size LCD I'm looking at says "Dell" at the bottom, and
I'm similarly without regret.
