I've just received a bunch of PDF format manuals with a software package.
I'm running 10.4.7 on a Mac Mini Duo.
For some reason the PDF files were set to open with Preview. I did a
"Get Info" on one of them, changed it to open with Adobe Reader, then
clicked on "Change All". I then clicked "Continue" on the "Are You Sure"
window which came up but to my surprise all the other documents are
still set to open with Preview.
Is this a bug or is there something I should have done to set PDF files
to open with Adobe Reader?

It may sound silly, but have you tried again since shutting down?

I too and running Mac OS X 10.4.7, but on a MacBook Pro instead of a Mac
Mini, and I just tried the same thing and I too got strange results! I did a
Get Info on a PDF file and indicated that I wanted it opened in Preview
instead of Acrobat Pro and then while still in the Get Info selected the
Change All option and received the following message:
Are you sure you want to change all your Preview documents to open with the
application "Preview"?
Weird! Methinks there is something not quite right here.
