And since you trimmed out your original question: "Does any one know if
the program iPhoto 09 can be purchased other then a part of iLife 09?",
one might note that the only answer that apparently merited your
approbation did *not* offer an alternative to buying iLife, which you
explicitly called for, it just pointed to a vendor offering iLife for a
lower price.
Why not just ask "can I get iPhoto for less than what Apple charges"?

Threw, got me on that one where will the star be hung?
I did in fact get iLife 09 in case any one else would like to get the
same it was $41.00 on eBay shipping free.
Thanks to those who's intent was to help as to Mr. Hix I feel he is a
lot like the guy that has fun giving people the bird from a moving car.
But I can't even spell "threw" so what do I know.
