I'm just wondering if Time Machine's restore facility can restore the
back up taken from one Mac to another Mac? Say, for example, a laptop
gets lost - can it's Time Machine back up be used to restore the
laptop's contents to another Mac.
I imagine the answer must be yes, but it's not specifically mentioned in
all the help files which only talk about restoring data back to machine
from which the back up was taken.

Apple's web page implies it can (my emphasis added):

Migration with style.
To make setting up a new Mac even simpler, Time Machine shares its data
with other Mac utilities. Use Migration Assistant to copy portions of
any Time Machine backup to a new Mac, or select "Restore System from
Time Machine" in the Leopard DVD Utilities menu. Choose any date
recorded in Time Machine to ***set up your new Mac exactly as your
previous Mac was*** on that date.

You'd want to test it but the new OS install's "import data from your old
mac" routine claims to be able to restore data from a time machine backup.
