It's Microsoft's proprietary video streaming protocol. It's a direct
competitor to Adobe's Flash.
Interestingly, it does not support any mobile devices or OSes, not even
Windows Mobile, at least not yet.

If a site you want to stream video from uses it, then you install it.
(I have.) But if you don't want to stream video from those sites, then
don't install it.

The only thing I know of which requires it at this point is
NetFlix's instant streaming video. FWIW, it seems to work
nicely - at least as well as Flash.

There are some scanned original manuscripts at
<http://royalsociety.org/Turning-the-Pages/> that require Silverlight.
I'm in the middle of William Stukeley's life of Sir Isaac Newton.
They've also got Thomas Paine's iron bridge design, Henry James'sketches
of fossils, and several other manuscripts.
