I've got an external HD which I use for TM but have a question about it and
haven't been able to find anything to explain this.
It's a Seagate 250G and well, has a lot of room to store the backups. Can I
burn the backups to CD/DVD and restore if needed so I can use the drive for
other things or is TM married to the drive once it's done it's job?

So far as I know, Time Machine cannot backup to optical media (or tape),
only to hard disks.
There's nothing to stop you from using the Seagate for other things
while continuing to back up to it. If you want, you can partition it,
one partition for backups and the other for those other things. Or you
can keep only one partition and let Time Machine use the free space not
being use by those other things.

You can use the drive for other things alongside TM.

I'm not sure how TM would react to a backup taken from an optical disk.
To achieve full TM functionality and inherent convenience, it IS
"married" to the VOLUME (not necessarily ENTIRE disk) to which it is
pointed.

But that volume is not married to TM.

TM will only work with one volume at a time, but it doesn't take over
that volume exclusively. The volume remains available for other use at
the same time,
