Weird mail upgrade behavior

I recently had need to reinstall Tiger.  After reinstalling it, I ran
software update.  I noted that the version of mail was still 2.0, and
that version 2.0.2 had not been installed.  So I downloaded the combined
update for 10.4.2, and ran it again.  Mail was still not updated.  I
then used Pacifist to update mail, but it still wasn't updated.

I finally copied 2.0.2 from the previous systems folder, and got a
working copy of 2.0.2 in my current system.

I had to update to 2.0.2 because 2.0 is buggy under 10.4.2.

I wonder why the updates didn't happen when using the updaters.

I'm not sure why the update didn't work, but isn't the latest version 2.0.3?

Here is the weird thing; previous system 1 contains mail 2.0.3, but
previous system 2 contains mail 2.0.2.  The 10.4.2 update contains
2.0.2, so there must be another update around somewhere, but where?  And
how did previous system 1 get it?

Very strange indeed.

Security update 2005-007 updated Mail.

But it came out way after I stopped using previous system 1; plus it did
not update mail in the applications folder after the most recent install.

The 10.4.2 combined upgrader had 2.0.2, and that's what was in my
previous system, that had all the security upgrades applied.
