How do you have the Airports configured? On the Windows box, are you
using the Netgear utility to join the network or the Windows wizard?

Ummm Airport software on the PC ? NetGear Utility or Windoze surely ?
A search of NetGear info says;
NETGEAR's MA401 Wireless PC Card detects the signal sent by the Apple
AirPort Base Station. It may be possible to configure your network to
use the card, but NETGEAR does not support wireless connections to the
AirPort Base Station.

Apple says;
Some third-party 802.11b wireless cards do not connect to the base
station when it is in Compatibility mode. The 802.11b Only mode allows
you to work around the issue until you can update the affected card's
drivers and/or firmware to join a the base station in Compatibility mode.
Solution
Any WiFi certified 802.11b wireless card should be able to connect to
the AirPort Extreme Base Station when it is in Compatibility mode. Cards
that are 802.11b compliant but not WiFi certified may or may not be able
to connect when the base station is in Compatibility mode. But any
802.11b compliant wireless card should connect when the base station is
in 802.11b Only mode. For best results, be sure that both AirPort and
third-party software is up to date.

By configuring the Airport Extreme so that it used 802.11b Only, I was
able to get the Netgear and XP to recognize and work with the Airport
Extreme. I should probably check out and see if it works when its set
up for 802.11g as well, but not right now...
