Does apple dump discontinued products as refurbished items?

I bought the discontinued ipod shuffle model as a refurb item and what I
received appears virginally new. Does apple often get rid of
discontinued stock by labeling it refurbished? I am curious because I
need a new laptop and would be more interested in a refurb G4 if there
was a chance that I would be getting a new computer.

"Refurbished" is a very broad term.

For some manufacturers it may mean that the object failed final
imspection or didn't operate as it should before it went into the box
to be sealed.

Such items at some manufacturers may only need some firmware reflashed
or something simple adjusted such as a cold solder joint someplace.  
It does not always mean that the item was initially sold at a retailer
and returned as bad.
