does anyone know of a reliable mpeg2 to dv25 convertor?

I tried it with mencoder which does claim to do this, but the results
where nasty, with lots of dropped/duplicated frames etc.

command line would be ideal

I've heard of a utility called ffmpeg, but I'm not sure if it does what
you want.  mb.

I think he means ffmpeg.sourceforge.net

Its codecs are excellent, but the ffmpeg binary that comes with them, is
terrible, it could only manage 2fps on a 1gHz G4

Just about to build transcode from source, together with its mountain of
dependancies

that should make my problem go away (I hope)
