Adding sounds

Under Sys 9 it was easy - you could move sounds in and out of the Sound
Effects areas (now under Sys Prefs in OSX) - but I would like to import
a sound into Sound Effects and can't see how to do it. Can someone tell
me if it's possible and if so, how?

You would think that it'd be covered in the Mac Help topics, but no such
luck.
