it most certainly does. I spent a year ichatting to my parents AV while
living there and it was fantastic. There is a delay but the quality of
picture and sound was great on a 1mb broadband connection. It was a
fabulous way to stay in touch- and meant that the broadband connection
more than paid for itself
I wouldn't bother with Skype personally because the video aspect is so
nice for keeping in touch from a long way away over a long-ish period of
time.
Otherwise it's just as easy to use a phone

No, you have to have either a .mac account or an AIM (AOL instant
messenger, which is free) account to log in. You do not have to use
AOL as your ISP.

Nope. I use it in the UK with my own ISP.

You sign in with your user name (either from .mac or AIM), then you add
'buddies' to your list, they also need either a .mac or AIM account.
Then you use it like any other messenger program. If you have a camera
and mic attached to your machine you get the option to use voice and
video as long as the bandwidth you are both using is good enough.
