Not generally. The standard response is "restore the file from your
backup". There are data recovery applications out there but many of
them work by installing software which tracks the deletion to allow you
recover them.
If this is really important, you could take the drive to a data recovery
service. They'll gladly take your money (4 figures or more with no
guarantee).
So, how badly do you want this file?

It's possible, but not guaranteed. It's much more likely if nothing -
including the recovery app - gets written to your drive between the
deletion and the attempt at recovery. TechTool Pro would be my first
choice. Norton would not be on my list. See the archives of this group
or pretty much any other Mac apps forum for why.

game for reuse any time after the deletion.
