Help with setting up an email alias

I have switched my ISP (again!), at least this time from a 56k to
broadband. I purchased a domain name through POE Hosting, but don't have
a web site, and will not be implementing one immediately, if ever. The
purchase of the name was just to avoid ever having to change my email
address again, business cards, stationary, etc. Even when I do want a
website,  the server and space of my new ISP seems more than adequate.
So my question is the following:

What is the cheapest efficient way of setting up an email alias so that
my new domain name can be used to forward my mail to my new ISP
broadband mailbox?

Also, this mailbox is only available over the web.  I would like to
continue using Mail app.  Is this possible, and if yes, where can I
download instructions to do this?

That is governed by the service that you have contracted.  Either they
have to set up the mail alias or give you a control panel to do it
yourself.

That is something to ask your service provider.  Usually someone with
a domain has control over their access to mail using standard mail
client programs.
