I'm in the process of transferring to a new computer. Rather than clone
my current drive to an external I'd rather start fresh. How can I not
lose my playlists?
Also, I'm looking for a way to transfer just one playlist to another
person who uses iTunes. Is there a way? TIA.

You can export the playlist in a standard playlist format (.m3u)
But keep in mind that a playlist is actually just that: a list of
(music) files to play, including the path. If you change the path, the
player (AFAIK that goes for all players) will not find the file(s) to
play when you reimport the .m3u file.
And if yr friend has all the files in exactly the same path on her/his
pc/mac/whatever, yes, your playlist will import & play ... if it's a
.m3u file, then to all the players I know of ...
manual workaround: export as text file, print, reassemble manually in
new playlist (I've done that once :) )

One third party program that allows you to transfer library and
playlists from the iPod to a computer is iPod.iTunes (from
crispsofties.com). I think it is rather expensive, however. Others
may be able to suggest less expensive programs. If not, whether
iPod.iTunes is worth it probably depends on how big your library is and
how complicated your playlists are. I had to reconstruct my playlists
twice, and, after the second rebuild, I bought the program. Naturally,
I haven't needed it.
