Is there a way to pull higher resolution still clips from iMovie than
permitted by using the 'create still frame' command from the edit menu?
What alternatives might there be, in the event that iMovie is limited
to it's lo res still frame function?

I'd like to pull the highest resolution stills possible from a film i
have on a digital video tape for use in an art project.

I'm afraid not. The DV format is 720 X 480 pixels @ 72 pixels per inch,
and it can't be changed. Some images may have acceptable quality if
upsampled in Photoshop, others will not.

Not quite.  DV is 720 x 480 pixels, period.  "Pixels per inch" is
meaningless when you're talking about video until you display it on a
screen, and then the PPI depends on the screen's physical size.

Watching DV on a 15" TV will give you 53 PPI vertically and 60 PPI
horizontally.  (Note that DV doesn't use square pixels.)  On a 30" TV, it's
only 27 x 30 PPI -- but from 5' away, that 30" TV will look about as sharp
as a 150 PPI photo does from 12".

If you make a still clip from a video and save it as a graphics file, the
program used to save it *might* assign a PPI value to that file, but that
PPI value is just a suggestion for how big the photo ought to be printed,
and may be ignored by whatever program you use to print it.

No. The movie file itself--the actual DV standard--is low resolution.
iMovie gives you a low-res still because the DV movie is low-res.

What can you do? Nothing, short of photograph the original subject with
a film camera or high-res digital camera.

Thanks for all the feedback...  I'll figure something out.
