okay here's what's up.
I am trying to set up a small message board and perhaps a blog for a
site. nothing all that fancy or big. I understand that both should be
possible using sql and php.
now I'm not a total moron but not smart enough to figure it all out
from total scratch.
so here is what I need:
suggestions on inexpensive programs that I can use to set this up.
preferably ones where I can tweak the appearance to make the rest of
the site without too much fuss (some kind of gui would be great but I'm
not expecting it)
a book or online guide that will tell me what I need in the most 'for
dummies' terms as far as computer requirements etc, set up and so on.
including a dummies guide to understanding the languages should I have
to do any or all of this from scratch.
thanks.

Check out tikiwiki (http://tikiwiki.org). Has this and more, very
configurable, not too painful for prerequisites.

How's free?

Yes

All point & click config once tikiwiki is compiled. Go to their site,
play with the demo, give it a shot. If you have specific questions
on installation, let me know and I'll find my install notes.

Drupal is good and easy to set up, but it might ultimately be overkill
for your needs. <http://www.drupal.org/>
I also like plone, but it's in python, rather than php.

I've been using Drupal for a while and I've been pretty pleased with it.
You can check out one possible use of it at my web site (see signature).
It took me a while to get it up and running, but that was mainly because
I was determined to come up with a custom theme matching my existing
site design, rather than use one of the (many) available themes.

Invisionboard has a setup then you also need the PHP Triad setup, which
sets up Apache, mySQl, and PHP.
