I've heard about this the first time, as you're asking here, so I got
suspicious.

The german Wikipedia entry is more detailed than the english one. It
says at the bottom line that Usenet II sort of failed, that hardly any
newsserver carries these Usenet II net.* groups, and people do not
focus on this anymore. This mainly because of web forums, that cover
that control possibilities a lot better than Usenet II could do.
