I am subscribed to so many podcasts that I set my ITunes to not
automatically update the podcasts, that means that when I startup
ITunes, the podcasts do not automatically download the latest podcast
episode as I may not want to hear every podcast, though I might like
to know which podcasts have new episodes and see the descriptions of
those.

Is there a way to do this flexibly or could I write a script through
the itunes API so I can somehow see what podcasts have new episodes or
get the episode info ?

If iTunes is still set to 'Check for new episodes' automatically but
'when news episodes are available' is set to 'Do nothing', you should
get the behaviour you desire. iTunes should list the new episodes with
the 'GET' button so you can choose when/what to download.

As such, you should not need to script anything new.
