Apple Mail--Apparent Bug

Sometimes when people forward messages they have received from someone
else (who may also have forwarded a message), part or all of the
forwarded message is invisible.  For example, today I received an 81.8
KB message that apparently only consisted of about 15 lines of text,
including the header of the top-level forward.  At least in this case I
was able to see the invisible part by choosing View > Message > Plain
Text Alternative.

It seems pretty clear that this is a bug.  Has anyone else seen this?  
And how can I report the bug to Apple?
