To cut some text from a scotchlite adhesive foil, I need to vectorize
the text (EPS vectorized).
What tools are recommended to do that once in a while (not wanting to
buy an expensive Adobe Tool)?

No - by principle.
They killed FrameMaker on the Mac.
Adobe and Microsoft free zone.
But thank you anyway, you could not know that.

Inkscape can most likely do what you want for free, but it's not the
easiest app to pick up and play with (and requires X11).
