Unusual question re: Final Cut Pro

Does anybody here have any idea how to get a TV program editied on
Final Cut Pro (which I think is a QuickTime file) transferred through
a network to a Windows XP server that uses MPEG 2 files?

You need to re-encode for MPEG-2. Final Cut Studio includes such an
encoder (that's what creates the input files for DVD Studio Pro).
Alternatively, you could use ffmpegX, Cleaner, or some similar tool to
encode to MPEG-2.
