Well, the actual issue is that cmd-\ is used in the debug menu of Safari
3 (not 2), and also is the auto-fill shortcut in 1Password. I can make
it work in 1Password by turning off Safari's debug menu, but it would be
nice to have both.
As far as I can see, the Keyboard and Mouse preference lets one assign
shortcuts but does not have the option to remove shortcuts that are
built in to the application.
I was hoping there was a file somewhere that controlled Safari's
shortcuts, and that I could modify this.

Again, QuicKeys will allow to re-assign either of these. By the way
thanks for the 1Password shortcut. Recently acquired, I didn't know
about that one.

You can assign a DIFFERENT shortcut to the Safari command. Since only
one key can be assigned to a command, this will prevent cmd-\ from being
used for this, and 1Passwd should then receive it.

Maybe I am doing something wrong. According to the instructions in the
Keyboard and Mouse preference pane, I need to "Enter the exact name of
the menu command you want to add". I have entered "Show Page Load Test
Window" but this still responds to the original command-\, but not to
the new command I have assigned.
I have, of course, quit Safari and re-opened it, but I have not yet
tried restarting the computer.
Do I have to include the name of the menu in which the item appears? I
thought I didn't. It may be relevant that for some reason the shortcut
Cmd-\, although it is listed in the Keyboard Shortucts page of Safari
and does what is described there, does not appear opposite the relevant
item in the menus.

I suspect that's the problem. It sounds like the shortcut is being
recognized in some special way *before* the normal menu shortcut
mechanism. Since it's being intercepted early in the process,
reassigning the key doesn't work.

That seems the most likely. Maybe someone will come up with a way round
it.
In the meantime, I can reassign the key that !Password uses in SAafari
(I had forgotten that). But this isn't entirely satisfactory, as it
seems one can't do that reassignment in Firefox as well, so one has to
use different keystrokes in Safari and Firefox if one goes that route.
