I just installed Leopard and overall I like it - Time Machine makes it
worth the price. I have noticed that a couple of small features that I
liked in Tiger seem to be missing - unless there is some way to make
them available. The first is that in the past, when I right clicked
(CTL Click) on the desktop, one of the options was "new". This let me
create a document such as a word document on my desktop without going
through the options in the program. It was a nice shortcut and does
not seem to be there anymore. The other is when I right clicked (CTL
Click) on a folder or file, one of the options was "send to" which let
me email that file without needing to go through mail and browse to
the file. Are these shortcuts really gone? Or is there someway to
change preferences and bring them back? Thanks.

Those are third-party contextual menu modules you must have installed in
Tiger. You'll probably have to re-install them in Leopard - make sure
they are Leopard compatible first, of course.

Are you sure you're not mixing up Mac with Windows? Mac never did that
without 3rd party additions. Windows always did.

Again, this is a Windows thing. But you can simply drag the folder or
file to the Mail con in the dock and it will open a new mail document
with the dragged item as an attachment.

It wasn't there in Tiger, either, until/unless you installed a piece of
3rd-party software that provided it. I know a couple of those exist, but
the only one I can think of off the top of my head is NuFile.

Also not a stock feature of any version of OS X. Not sure what 3rd-party
options are available for that behavior.

Just drag the file or folder to Mail's dock icon.
