Stickies new note problem?

Is there some known problem in creating a new sticky note in certain
installs of Tiger?  My wife can keep using the default notes that were
there originally -- but if she opens Dashboard and clicks on the
Stickies widget, no new note seems to appear.

[And documentation on this is unclear, and I'm still on Panther]

/Applications/Stickies.app is not the same as Dashboard's "Stickies"
widget.

In the app, you create a new stickie like you always did. In Dashboard,
it works like with all widgets: create another instance of the widget.

There is a third-party widget that spawns a new sticky more naturally.
I got it from the list of widgets over at Apple.
