For file CDs and DVDs, just use Disk Utility (free, built-in).

For music CDs, you'll have to rip the CD; I use Max (free). You can then
play the resulting files, or use Toast to burn to a file. This can be
played directly or used as the basis for burning later on.

For video DVDs, you'll have to rip the DVD; I use MacTheRipper (free).
The result is a set of files that can be used to play directly using VLC
(free), or you can burn it to a DVD later using Toast.

"Emulation?"

First hint: When asking for help looking for a program it's more useful
to describe what tasks you'd like to to accomplish than to vaguely say
it's "like" some other program your audience may not have even heard of.

That said, I bothered to look just because I was curious what might be
meant by "CD & DVD emulation."

It looks like most or all of what you'd want to do with that is covered
by the Disk Utility program that's part of a stock Mac OS X install.

If that's not sufficient, there are several packages available
after-market. Which one fits best really depends, as hinted above, on
what particular functions you want.

My work threw a load of G5's out the other day and just wanted to make this
one I salvaged from the skip work. It's DVD drive is broke (aluminium front
wont open) and wanted to drag a .dmg file to a 'virtual drive' (an emulated
drive) so i can run and install programs off it.

Just double-click the dmg file.

A .dmg file is a disk image file. If you double click it will becomes
what you are calling an emulated drive. An icon representing the drive
should appear on the Desktop.
