Unable to instal IE5.1 after download

Running under Mac OS 9.2.  Have downloaded IE 5.1.7 from the Mactopia
site in both .bin and .hqx versions but attempts to instal bring the
message that I don't have the necessary privileges to do this. Wasn't
aware that a privilege would be required to re-instal an existing free
software component.

Are you using multiple users ,If yes are you the administartor of the system

No - I have a single user set up.  Curiously I discovered after a
shoutdown and reboot that IE installed OK.
