Setting IE as default browser

I feel like a moron, but I can't figure out how to set IE
to be the default browser.  I'm developing a plug-in for
another app that needs to open a browser window to a
specific URL only supported by IE.  If Safari is
installed, it automatically uses it instead of IE.  
Thanks in advance for help!

On Safari preferences you can change the default browser to IE.
