Go to Explorer -> Preferences.  Go to Web Browser > Advanced, and, under
"Cache," click the "Empty Now" button.

First, quit all other open applications.  Then, go to Explorer ->
Preferences, and then Receiving Files > Cookies.  You can then select
cookies you wish to delete.  Some users have reported problems with deleting
all at once; the recommendation is to delete all but one.
