IE 5.2---Can't get into Prefs

After deleting my cookies with 3rd party software (has worked
successfully many times before), I now cannot access my IE
preferences.  When I try, I get the system busy color wheel.  I tried
deleting IE and its prefs folder and reinstalling, but this does not
make the problem go away.  IE works fine except that I cannot change
the prefs.

Please help, I am not a fan of Safari and need my IE back.

Try deleting these files:
~/Library/Preferences/com.microsoft.Explorer.plist
~/Library/Preferences/com.apple.internetconfig.plist

("~" =  HD/Users/<Your User>/)
