Look within the individual users' home folders, namely:
HD/Users/<Whichever User>/Library/Preferences/Explorer/
HD/Users/<Whichever User>/Library/Caches/MS Internet Cache/

No, not by default, as far as I know. The user can make certain files
available to you by placing them in the "Public" folder.
By logging in as the root user, you can access all files on your machine.
It's best not to use the root account regularly, though, as it offers you
nearly unlimited privileges that might compromise the security of your
machine.
