I'm using IE5.2.3 using Mac OS 10.2.8 and suddenly I can't open any
secure web pages.  When I try to I get a window that says, "Http error,
access to this resource is forbidden"  and I get the following statement:
"You have tried to access a page that you are not authorized to
display and were stopped by the SAS Proxy. First check if the URL you
entered was actually the exact one you intended to use. If the URL is
correct and this error reoccurs, then please call Customer Care. Give
them the URL that you are not authorized to access as well as the page
sequence you followed to get to this point. We apologize for any
inconvenience this has caused you. "

Of course, I've checked the URL and am able to access the sites using
Safari, but up till now I prefered using IE.  Any suggestions would be
welcome.

I'm having a very similar problem with the same versions of Mac OSX
and IE as the original poster.

Within the last month or so, whenever I attempt to enter certain
secure web sites (Ebay, LLBean, QVC, etc.), I am booted off IE every
single time.  Safari works just fine, so it does not appear to be the
Netgear RP614 router settings.

Any ideas?

I'm having the same problem with IE5.2.3 and Mac OS 10.2.8 on my iMac
-- all software updates are current.  Whenever I go to www.ebay.com,
IE immediately quits.  When I go to a secure order page for LLBean or
iqvc, IE quits.  Safari works fine.  I have a Netgear RP614 router
with 'default' settings, but why would Safari work and not IE?  I'm
thinking that one of the recent software updates changes something
that is causing this.  The problem started a month or two back.  Any
ideas?

Have you installed a Firewall and/or made changes to an existing one?

Is it NetBarrier?
