I have an iBook and am using Mac OS 10.2.8
I am consistently getting this error message "Attempt to load....has
failed".  Sometimes it take 3-4 attempts before the new page will
open.
Any ideas as to what to do about it???

Are you making sure that you are connected first before launching the
browser and trying to access sites?

I would also suggest you try to delete these files from your Home folder...

~/Library/Caches/MS Internet Cache
~/Library/Preferences/Explorer/History.html
