Setting new window size?

When I open up a window in IE now, I get a full screen size window.

How can you select the size of a new window when it opens? I could not find
anything in *Preferences* or help to address that issue.

It's meant to work by setting your desired window size manually, then quit
and relaunch the browser, except that this rarely seems to work anymore.
