I attempt to remove a large cache of cookies from my iMac, and appear to do
so, but when I go back into preferences, they all reappear.

What is the procedure for permanently removing cookies from Explorer for
Mac?

The procedure is described in detail on Richard Grieve's site.

You might want to quit all applications before attempting the procedure,
because otherwise preferences do not always save properly.
