It can sometimes be the case that IE does not shut down "gracefully" in
which case the preference file that controls this application
(com.apple.internetconfig.plist) may become corrupt. The next attempt to
launch IE results in a call being made to this corrupt preference file,
which does not respond as expected and so the application does not launch.
Alternatively (or in addition) a file may have become corrupt within the MS
Internet Cache folder, the resource that stores some temporary files that
allows you to browse pages you've been to before more quickly than if you
were loading them for the first time. As a housekeeping measure, I usually
delete the contents of my MS Internet Cache folder on quite a regular basis,
you'll find that doing this will have no negative impact on your general
Internet experience.
I can't be much more specific than that really - things go wrong sometimes.
Be prepared and you'll be OK.
