Inputing Japanese Characters on OS X Explorer 5.2

I'm having trouble inputting Japanese characters into Explorer on my
new Mac running OS 10.3. I have the Japanese language capability
activated, and can input Japanese one other programs like MSWord. I
can also view Japanese language web pages with Explorer, but I can't
do searches in Japanese because I can't input in Japanese. I have
tried rebooting the computer in Japanesese and dowloading a "Japanese
version" of Explorer from Microsoft, but it seems to be the exact same
software and there is no difference in the result. When I type in
Japanese it all turns to jibbersih in the input window. Thanks in
advance for any advice.

Describe exactly! Do not just write "jibbersih".

When I try to input into the searc window of any search engine, like
Google or Yahoo.

Jibberish as in indecipherable roman letters. Mostly stange capitals,
C with commas underneath and A with umlau over, etc. There does not
seem to be any pattern between the Japanese I am attempting to input
and the indecipherable text that shows up on screen.

Would rather stick to Explorer if there is a way to work out this bug.

Neither "Google" nor "Yahoo" is a URL. For example,
<http://www.alltheweb.com/?cs=cp932&_sb_lang=any>
<http://www.altavista.com/?enc=cp932&KG=XX>
<http://www.google.com/search?oe=Shift_JIS>
are URLs.
