Try quitting all applications, launching Internet Explorer, going to
Explorer -> Preferences, deleting cookies, clicking OK, and quitting
Internet Explorer.
If that doesn't work, delete HD/Users/<Your
User>/Library/Preferences/com.apple.internetconfig.plist. That will delete
all of your cookies along with many other internet preferences.

I had already tried that also, and indeed it deletes all the internet
preferences. Concerning the cookies, they are not deleted...
I guess then that I'm dealing with a bug which cannot be solved... So
I've to get rid of IE which can be problematic to view certain sites,
and of course, as mentioned before, annoying because of the scrapbook
feature !
Another question "newsgroup related".... : How can I get rid of the
spam that I'm getting since my first post on this newsgroup ?? All of
them impersonations of microsoft invoices...

This is a problem that you may not be able to fix with IE 5.2.3 when
using Mac OS 10.3.1 or 10.3.2. Mickey's suggestion to delete
(HD/Users/<Your User>/Library/Preferences/com.apple.internetconfig.plist)
when all other applications are closed should work, but unfortunately
does not.
IE will create another .com.apple.internetconfig.plist once you delete
a cookie (and IE will probably create two cookies upon loading IE
5.2.3 -- one for .mac and another for apple.com for iTools plugins,
even if you have plugins turned off in your browser). You may only be
able to successfully delete one of these cookies, but not both.
Highlighting both cookies in your IE cookie list and attempting to
delete them - even after getting rid of the
com.apple.internetconfig.plist - won't necessarily rid you of both
cookies. They may both reappear in your cookies list.
You may have some luck by uninstalling IE 5.2.3 and reinstalling a
fresh version. That will likely rid you of your cookies but once you
need to view a site that requires cookies, you're back to square one
and you won't be able to get rid of them until you install a fresh
version again. In other words, if you want to use IE 5.2.3 and don't
want cookies enabled for some of your browsing, you should NEVER turn
on your cookies...which means using Safari for surfing sites that
require cookies, and that may not be ideal for you either.
Although Panther is still fairly new, it's somewhat surprising MSFT
hasn't created a new patch for this loophole in their browser yet....
If anyone from the MacBU at MSFT reads this board, please fix this as
soon as possible. There are a lot of us out here that love IE and want
to continue using it.

With the success of Safari and new Netscape for the Mac I
doubt that us MAC users are going to get a whole lot of
attention from Microsoft. Bill Gates organization has
gotten to big for it's britches and I imagine since we
that is MAC users do not account for any revenue influx
for the company I would say we are s.o.l. I would suggest
that maybe you try a program called Spring Cleaning from
Alladinsys. Not sure if it will work though. I followed
many of the same steps as you in deleting what I thought
were the appropriate cookie files with no luck. The only
thing that I have not tried is to reveal all of the
hidden files on my computer. Under OS 9 this was very
easy. I am not so sure about under Panther. If you find a
