In IE 5.1 for OS 9 when I try to view an image like a jpg file, the image is
downloaded rather than displayed in the browser window.

For instance, if the page says click on the image for a larger view, the
image downloads and doesn't appear in the browser.

Go to Edit -> Preferences, and then go to Receiving Files > File Helpers.
Click the "Extension" header to sort by extension.  Find the helpers for the
file types you want to change (like .JPEG and .JPG).  Open each helper you
find for these file types, and change the handling to "View with Browser".
When you're done, click OK and try again.
