Internet Explorer cannot be opened

Operating System: Older version

I have an older version of Mac - Mac OS9. So, I also have an older version of IE, IE5. Anyway, it worked wonderfully until a few days ago, when I tried to open it. It told me that a problem of type 2 had occurred, so it had to quit and I should restart my computer. I did as it told me, but when I tried to open it again after restarting, again, it didn't open but informed me about the error. I tried opening it again, without restarting, and it said "The application program "Internet Explorer" could not be opened because it is in use.".
And now it says so all the time, and I can't open it at all. What should I do?

Well you can try the usual troubleshooting:
- reboot
- check if moving the preferences to the desktop corrects the issue.
- try deactivating some of your Internet plug-ins
- try deleting the IE cache (though I can't remember where it was
located in MacOS 9).

Obviously, somethign got corrupted on your Mac since it was working just
fine until then.
