Why Guick Tabs in the Internet Explorer 7 don't work after upgrade

I have windows XP sp2 and I downloaded and upgraded the old IE6sp2 with
IE7.0.5730.13.
After installation Tabs do not work and are nowhere. Ctrl-t is gray and
Ctrl-q not responding (not active).
When I do a right click on a hyper link, the New Tab option is not there.
I clicked Tools> Internet Options> General Tab> Tabs> settings, and by
default things are:
Checked> Enable Tabbed Browsing
Checked> Warm me when closing multiply Tabs
Checked> Enable Quick Tabs
Checked> Open new tabs next to the current tab
Checked> Always open pop-ups in a new window
Checked> A new tab in the current window

Also I re-installed xmllitesetup.exe one more time and nothing happened. No
change at all.
I also reboot the computer 2 times to take place all changes and no changes
again.

Over the Internet people have the same problem like I do and there is no
solution at all so far.
What Microsoft is doing about it? Is it care about it or Not?

Then you've posted to the wrong newsgroup, this is IE for Mac. Please try
again.
