forgotten password for parental control

In the Internet Options area, there is a place under Content to put in
parental controls; if you put controls in, you need a password. I have
forgotten this password. Is there some way to change the existing password
without knowing it? Or some way to retrieve it?

That would somehow defeat the purpose of parental control now wouldn't
it ;-)

I suspect that trashing all pref files you could manage to reset this.
(though since you mentioned "Internet Options" area, I fear you are
talking about the Windows version of IE and therfore posted in the wrong
newsgroup).
