Viewing a document using a browser on a server with MAC's and Windows workstations

We are atemping to use a browser based viewer with both out MAC's and
Windows workstations. The URL below works 100% on the windows
workstations using IE.
http://noautovuedev/jvue/frmapplet.html?loadfile=http://server.server.com/TestProject/INS795B.pdf

On the Windows workstations using IE:
We initiate the URL which launches in the browser as it should, then it
loads and displays the PDF in the viewer window.

On the MAC workstations using Safari or Firefox:

We initiate the URL the launches in the browser as it should then we
have to manually select "File Open URL" and place
"http://server.server.com/TestProject/INS795B.pdf " string, to complete
the load.

Any help would be appreciated, the code can be changed as long as it
works on both workstations.

Bad URLs.
